URA proposes new residential sites in Sengkang, Woodlands and Bukit Panjang, up to 14,000 new dwellings
The parcels in Sengkang remain in the Fernvale subzone, bounded by the Tampines Expressway to the North, Sengkang West Drive to the East, Fernvale Road to the South and Jalan Kayu to the West. 2 roads detached the three parcels. “The Fernvale location is an expansion of Sengkang town and brings residents closer to Seletar Aerospace Park,” claims Lee Sze Teck, senior director of information analytics at Huttons Asia.
Two other tracts re-zoned for residential property development are at Woodlands Drive 17 and Bukit Panjang Ring Road.
Meanwhile, the site at Bukit Panjang is at the moment inhabited by Beacon Primary School. Lee estimates that the location might generate 900 to 1,000 house units and likely be brand-new Built-to-Order flats.
The easternmost parcel in addition includes a limited site zoned for residential, an additional place for a park, and a planned site zoned for health and primary care. The sites in this parcel may be developed higher on average than the previous site, with a larger gross plot ratio of 4.0 or 4.2.

The three parcels in Sengkang have the potential to be developed into an overall of 4,500 to 5,000 new dwellings in the long term, Lee estimates. He thinks the household units are going to be a mix of HDB, exec condominiums (ECs) and exclusive real estate.
Other housing development places in the location include those on Anchorvale Street, which can generate between 6,000 and 7,000 new homes, includes Lee. Thus, anywhere from 10,500 to 12,000 new residences could be made available in Sengkang in the coming future, consisting of exec condominiums and private real estate.
The westernmost parcel is recommended to be zoned as a pure non commercial area (based on detailed preparation). Huttons’ Lee thinks the western location in Fernvale could house an MRT station for a new line spreading from Woodlands to Greater Southern Waterfront and going through Sengkang. If so, the brand-new stop will serve the upcoming suburb in Fernvale. “However, it may take years for detailed preparation on the brand-new line to be realized,” he adds.
Five land parcels were rezoned as part of the most recent modification to URA’s Master Plan 2019. 3 of the spots remain in Sengkang, one in Woodlands and the other in Bukit Panjang. The modifications are “to assist in property development that will sustain the need for housing in the areas in addition to enable more locals to have easier access to amenities and public transport, says URA.
